New to drawing and animation - help me out.

I've never been serious about drawing until now. I've always doodled on notebook paper, but that's pretty much all the drawing experience I have. Animation as a career is something that I have always wanted to do but I just keep pushing it to the side of my mind, thinking that it was an unrealistic goal for me. A few days ago I've decided that I should just do what makes me happy, and animation is what makes me happy.
I graduate high school in 2013, so obviously I'm late to the game. People applying to the art schools I've been researching have years of experience. I have none. But I'm really committed to animation and drawing now. Whatever it takes to have a successful animation career, I'll do. I'm more interested in doing animation for cartoons on TV, but working for Pixar wouldn't be so bad either. :)
Here come the questions: How can I become better at drawing? Do drawing books help? What about local drawing classes/workshops? Should I go to community college first since it will be cheaper? I live in Michigan so if I to a community college how will my credits transfer to a famous art school in say, Cali or New York? I'm afraid they won't. I know I have a lot of work to do, but I'm really passionate about animation.
