for the most part yes, it applies to more than just film as well. Think of conversations that you have with people, you don't move around or talk over them, you stay still and listen to what they are saying. Also yes it does keep the action easy to follow. As a filmmaker you need to guide the audience's eyes with a purpose, you don't want to have them looking everywhere on the screen.
